Transit Development District Steering Committee Announces First Meeting

November 9, 2017-A committee which is charged with advising the un-elected Northwest Indiana Regional Development Authority (RDA) regarding the Slager/Visclosky “transit development districts” will hold its first meeting on Monday November 13, 2017 at 9:30 a.m. in Crown Point. Under the law, the committee has no official say in the creation or operation of the districts which will be created and managed solely by the un-elected RDA Board. The districts will be created around stations operated by the South Shore railroad and will capture all future increases in tax revenue for an area up to one square mile* around the stations. Local property taxes, sales tax, local option income tax and state income tax. The RDA has representatives from Hammond, East Chicago, Gary, and Lake and Porter Counties as well as Governor’s Appointment Dr. Donald Fesko. Munster, Portage, Ogden Dunes and LaPorte Counties do not have a vote on the RDA Board and the Steering Committee was established to provide input, although not a vote, to those communities where taxes will be taken without a voice as to how the money taken is spent.

*According to Representative Hal Slager’s House Bill 1144, the initial transit development district must be 1/2 square mile but may be expanded to 1 square mile.

A district may not be reduced in territory once established or
expanded to be more than one (1) square mile. A district’s territory
may be expanded subject to the other conditions set forth in
subsection (b). A district may be expanded only one (1) time under
this chapter. The development authority shall transmit a copy of
any resolution establishing or expanding a district to the budget
director, who shall distribute it to the members of the budget
committee
