November 2, 2017-The Lake County Commissioners will hold a special meeting on November 8, 2017 at 8:00 a.m. to consider change orders and emergency repairs. Change orders occur after a public works project has begun and a contractor is asking for additional funds. Emergency procedures allow Commissioners to award contracts without the usual bid procedures. Indiana Code does not define an emergency, and Commissioners have great latitude in declaring an emergency:

Sec. 9. (a) The board, upon a declaration of emergency, may contract for a public work project without advertising for bids if bids or quotes are invited from at least two (2) persons known to deal in
the public work required to be done.
(b) The minutes of the board must show the declaration of emergency and the names of the persons invited to bid or provide quotes.

The Lake County Commissioners borrowed $12M to do repairs to county owned facilities in 2015. At that time, it was stated that roof repairs would be included in the work to be completed. County Commissioners chose to install a waterfall at the Lake County Government Center with a portion of the $12M bond funds in 2015. In July of this year, Commissioners again began the process of borrowing $12M for repairs to county owned buildings. Lake County Commissioners Mike Repay and Kyle Allen voted in favor of the borrowing and Commissioner Jerry Tippy voted against the bond issue.
